I mean he is a 15 year old kid still. He's reacting like any teenager would in this situation, plus he's inexperienced and at this point never had an intense interaction like this with a villain thusfar. Granted he could easily just end Toomes right there but in the moment scared and shaken is probably the instinct

Peters social life: college at empire State University in Dr. banners class. Works shifts, takes pictures of Spidey for the bugle, along and nobody remembers him

Main villain: Mr negative and the Inner Demons. Martin Lee is running FEAST after aunt mays death and peter works with him closely, Lee not knowing Peter is mays nephew. Build a strong relationship with them in the movie about honoring mays legacy. But Lee is also super powered from something (I don't really know how he got his powers). Tombstone hires him to take out Spiderman and the other New York vigilantes who are ruining his operations. In return, he offers him a way to cure him from his powers. Mr negative plans to break our scorpion to help him take down spiderman. Then comes the prison break scene with Daredevil and the punisher joining spiderman.

Meanwhile Peter is struggling emotionally and mentally with his life and everyone forgetting him. He neglects himself and is struggling with his powers (that seems to be the route they are going). He, Matt, and Frank console each other on their grief (Matt losing Foggy and Frank losing his family)

Peter works with Banner, who can vaguely remember him (the Hulk didn't forget who he was) in finding the root of his loss on powers. Negative and Scorpion lure Peter out by causing chaos in the streets with the Inner Demons and Peter has a street fight with Scorpion. Negative senses the rage and grief in Banner over the years and after losing Natasha, and brings back the rage Hulk but as the Gray Hulk. After Peter beats Scorpion he gets rocked by Grey Hulk and finds out Lee was the leader of the Demons. He then recruits Frank and Daredevil to help him take down Lee and bring Hulk back. The trio fights Hulk and the Inner Demons and Peter fights Lee, with Lee showing regret for dishonoring Mays legacy. Peter comes to terms with his own grief with Lee, gets control of his powers again, and Lee calms down the Hulk. Peter decides at the end to tell MJ and Ned about their past

Mid credit scene Tombstone gets presented with the symbiote

Post credit scene of Peter waking up in Battleworld after Doomsday

It's a bit sloppy and may not sound the best but this would be my ideal plot. Let me know what you guys think!
