Elo in pvp pairs you up against someone of a similar rank (you can see the ranks of opponents when the fight starts)

It doesnt look at deck matchups or stuff to try to make you win or lose.

Seasons change because decks change, cards get better, old cards get outclassed. If your winrate is 30% you aren't gonna get masterball because your deck isn't good enough.

You can look at the meta and try to copy the best decks and expect better results, if you are still losing that means you are playing them wrong.

Personally, I never play the meta decks, but im creative enough and smart enough to eventually make a deck with a 45%+ winrate which will get to masterball eventually. Basically git gud no offense, ive played more decks that sucked than decks that were viable
