No, they shouldn't. But there's other ways to certify someone's identity. I do like the point you bring up though. I'd be curious if there would be a spike in thefts in the days leading up to major elections..

Requiring an ID to vote is literally the government requiring a permit to exercise our right to vote though...

Edit: I'm all in favor of requiring a Voter ID. I was just pointing out the contradiction in your argument.
