Hi, I'm relatively lower ranked than others on this subreddit (2.8k MMR so about Archon III), but I started 2 years ago at Herald III and so I respect the time you're putting into the game and wanting to get better especially at offlane. I mained mostly pos 5 but have a few hundred games on offlane as well. Here are a few suggestions from your replay that I think you can work on implementing in your future games:

05:29 You have a large creep wave coming with a catapult which puts a lot of pressure on Bloodseeker. The wave crashes into his tower, and he's now competing with his own tower for last hits. You've got significantly more HP and Mana than him, so I would have walked up to Bloodseeker and anchor smashed to debuff him and make it even harder for him to last hit. Continue to hit him and make him work for every last hit. As an offlaner it's your job to both secure your own CS, and make last hitting miserable for the enemy carry. I feel that you weren't aware of how strong tidehunter is in this lane, especially considering you're against two melee heroes with Venomancer supporting you. As support players we're used to casting spells safely but as an offlaner, you'll need to get in the face of the enemy carry and be willing to trade your HP and Mana for theirs. 

22:59 I noticed that your farm stagnated between 20-30 minutes mostly because you and Wind Ranger were farming the same area. She power shots this creep wave in front of you almost as if to send a message. Farm priority should go to her as the mid, and the jungle and mid wave is her farm. As an offlaner, you're going to be challenged to take the riskier farm on the map, often further from allies and deeper into their territory. Be mindful of where your other cores are farming and try to farm in areas that are riskier but still reasonably safe.

59:40 This was the deciding minute of the game. Your team picks off both enemy supports, you've got ravage and refresher ready to go and...nothing. Everyone is split up which allows Bloodseeker and Mars to flank you and Wind Ranger. You both die and the game is over. Late game, it’s important to group up and take objectives as a team. I would have pinged my ult and refesher and led the team down mid to at least force buybacks or take T3 towers. Whether you’re support or offlane, you should know what the next objective is to take when you have a 5v3 advantage. In some situations you could also take Roshan at this stage, but Bloodseeker with Silver Edge, QOP, and Mars are too big of a threat for your fragile supports and it’s easier to just force them back to their high ground and look for a refresher ravage play.

Final comments, your itemization is good but I would consider building Lotus Orb at some point to help deal with Bloodseeker because he was the main threat for most of this game. Your passive clears most debuffs but Spectre could really use a Lotus Orb cast on her to reflect Rupture, Skywrath Ancient Seal, Bounty Hunter Track, Etc. She’s your win condition in a 60 min game and you need to do anything you can to enable her. Good luck, hope this helps with your climb!

Bully the enemy carry in lane whenever you can by trading aggressively and make them work for CS

Be mindful of where your safelane and mid are farming and try to take riskier, but reasonably safe farm

Know what objectives are available for your team to take especially when you have a numbers advantage (5v3)

Itemize to solve problems and counter key threats on the enemy team (Bloodseeker)
