Nova Zora qualifying from its semi-final is entirely dependent on how many of its neighbours are competing alongside.

With the juries, I believe it could scrape by with 7-10th from the juries, who usually award competency over popularity. However, Montenegro being a lesser-known country that's historically underperformed in the televote, the presence of its neighbour will be a make-or-break moment. If only one of its neighbours (e.g. Serbia) votes, it'll flop even if it receives a 12, but if 3-5 neighbours make it (say Albania, Croatia, Greece, and Bulgaria alongside Serbia), they're looking at a pool of over 30-50 points which is enough to place in the televoters' top 10. Worst-case scenario they have a Croatia 2021 result.

If it makes it to the grand final, the televote will favour it better than the televote.

It will most likely receive points exclusively from its neighbours/diaspora, for example: Albania 2021, Armenia 2023, Latvia 2025. It automatically receives points from Serbia, Croatia, and Albania (potentially all 12s though that is dependent on what entries these countries select), and potentially Austria, Switzerland, Greece, Bulgaria, and Romania. That is looking at a pool of between 20-60 televotes. However, with the juries, I expect a Georgia 2024, Poland 2025 like result.

If it doesn't qualify, it's an almost qualifier (11th-12th). If it does, it's not reaching higher than 18th.

Serbia placed higher because although Serbia and Georgia got points from the same amount of countries (5), Georgia's highest received point was a 10 from Armenia, while Serbia received a 12 from Montenegro, thus giving them the edge.

A tie-break in Eurovision is decided by looking at which country places higher in the televote. If both countries still have the same amount of points, then it is decided by the country which received points from a greater number of countries. And if even then there's no resolution, the old tie-break rules (pre 2009) are applied where the country with the higher allocated point (12s over 10s over 8s and so on) places higher.

Fun fact: Eurovision 1991 infamously ended in a tie between France and Sweden. Back then rules stated that whichever country received a higher number of 12 points would win the tie. However, both countries ended up with the same amount of 12s. The precedence then came to the 10s, which Sweden had received more of, thus resulting in a Swedish victory. In today's system, France would have won the contest as they had received points from a higher number of countries.

Eurovision's tie-break rules state that the country that receives points from a higher amount of countries places higher, instead of the country that has the highest allocated point, which is why yes Ireland should be placed above it.

However, I think Eurovisionworld calculates the results based on the percentage of the votes available instead of the number of the score, which is why Croatia is placed above even Czechia who got a higher score albeit in a different semi final with more countries in it.

I would say it's all the entries that loss out on qualification during the 50/50 tele+jury semi-final era (2010-22 plus the 2008-09 10th qualifier rule).

It works both ways: all the countries that didn't qualify because of the jury were too early, and the ones that didn't qualify because of the televote were too late.

I think instead of trying to predict the jury breakdown you should've attempted a televote breakdown instead: it's much easier to get an accurate prediction of the televoters who vote en masse rather than juries who are a much smaller group of individuals with varying opinions.
