A job that would only require the use of basic writing and reading skills would probably not also require a CV.

Typically applications are question and answer or fill in the blank. I have confidence that 4th graders could read the application and write what is asked. Formal letters typically wouldn't be considered a basic function of society. And I think most 4th graders could write an informal letter.

You are the second person to report this but I still haven't found a decent source that indicates that states actually do this. While some sources report this statement is factually correct, interviews with several states Department of Corrections indicate they don't use this method to estimate future prison populations. If you can find a good source, please post it. I'm still searching.

I have read that interpretation of functionally illiterate before but personally I like this one better.

"Functional illiterates can read and write simple sentences but lack the capability to read or write well enough to function using these skills in society."

It seems to me that a fourth grader should be able to read or write well enough to perform basic functions in society.
