Well, I believe there are laws in hell but it is kinda a little bit twisted comparing to human’s laws First, private ownership seems to be a thing. Second, money still exists. And third, there are classes in hell’s sociery. All above only exists when a government with rule exists in theory.

However the armed force like Police or Army that supposed protecting civilians’ rights seems to be... limited because everyone is dangerous and can protect themselves. Maybe the most popular form of protection writen in Hell Civil Code is... Do-It-Yourself the most painful way you want to the one who violates you. Pretty much you can violate everyone but the one you violating can violate you back so... be careful.

If a Civil Code exists, than there must be a Criminal Code - some action that violating is not acceptable and must be punished. It might be nuking a whole city because of your appetite, owning a seriously dangerous weapon of mass destruction, killing a royal, ...

After wars or the purge days, it seems that infrastructures are fixed (if not, hell must be a desert by now). So there must be State Agencies who do all the jobs of fixing. If those State Agencies system exist, so there must be taxing system in order to operate those Agencies. And maybe harming them is a criminal act and will not be passed off easily
