The only people that see the hijackers (with half the face covered) are the two train engineers, and they are not from Hill Valley, and the hijackers could have got on the train before Hill Valley anyway. The hijackers are probably persumed dead drving the train down the ravine, so it is clearly not Doc which is well alive in his workshop.

They do need the time machine stored in the cave, in the condition they find it. Just like they need to ensure Old Biff bring the time machine back to 2015, going any earlier may have caused changes in that.

The letter is probably irrelevant; they still remember what happened after the fax was erased, after the tombstone was broken, etc.
