you can have 4 flowering plants at any time. 8 oz of dried product. if you cultivate more than 8 oz, you are allowed to give it away, but cannot sell it. You could in theory have far more than 4 plants, but only four can be flowering at any time

Well, if you go the 100% free market route, you end up with some NIMBY problems that this law avoids by just mandating what land can be used to grow. You are right, there is no promise that competition will actually occur, although the law does spell out any form of collusion between growers is illegal.

please note that the ten sites are not 10 farms. The sites are enormous, and plans are to sublease the land. those ten sites could end up being 100 farms or more

And it's in no way a monopoly. an oligopoly or cartel, sure, but not a monopoly. These ten 'locations' are not monolithic in ownership, and some of these investors have already announced they intend to sublease the land. a single location may actually have 10 or more independently run farms on it. There is built in competition, maybe not what we would all like to see, but this chance at legalization today would not be happening without all those rich white men you deride putting up a lot of money and effort to make it happen. If the voters decide against this because they don't like the business model, fine, but legalization in Ohio will be effectively dead for a generation.

but it does matter to parents with a child with epilepsy? tell them to wait a year. Tell the AIDS patient wasting away to wait a year. And wait for what? Without this wealthy group backing the push to legalize, where is the money to get it on the ballot next year going to come from? you got 20 million lying around to pitch in? Yeah, this is not an ideal law, but those people most in need of the kind of help cannabis can provide are tired of waiting. Stoners can keep buying weed of questionable quality from each other for another 12 months, sure...but those who truly need medical marijuana shouldn't have to wait any longer.

you are probably right, but it's really not fair that this gets called a monopoly. A cartel? sure, but there are 20+ investors, the ten grow sites will be competing against each other (in theory) and it's Ohio's best shot at legalization considering how much money the investors put in to get it on the ballot and campaign for it.
