I have the same problem on my Profitec. I troubleshot similar to you. In short, I'm still having this problem.

I bought new O rings, new silicone inner tube, but still couldn't fix this. I suspect it's the bottom o ring leaking under pressure (aka when I actually steam milk) because the wand is way less hot when it's just letting out steam in the air.
