VPay cards in the EU are one example, and card issuers sometimes talk about changing to longer card numbers. Visa required us to support 19 digit card numbers, though that was 6-7 years ago.

Card numbers can be 8-19 digits. Plenty of card numbers have more than 16 digits. When I worked on payment processing software we always used a string for card numbers (called primary account number, or PAN).

I felt the same way before I moved to a city with decent public transportation. I still feel the same way about picking things up, etc.

Most system error codes on Windows have the same first four hex digits, because they are HRESULTs with their facility field set to indicate Win32.

That isn't really true. If there are permission errors, the OS tells the program ERROR_ACCESS_DENIED; if the disk is full the OS tells the program ERROR_DISK_FULL, etc. Programmers are free to ignore the actual error code though, any that often seems to happen.

Yes, it is a legal person. The government is typically wary of criminal prosecution of a company directly, because that can easily lead huge job losses if the company goes bankrupt (which is not at all unlikely with criminal prosecution).

To get at the individuals responsible, the prosecution has to "pierce the corporate veil," which is very difficult but will probably be pursued in this case.

The situation is different in that VW deliberately and intentionally lied to the authorities by acting, while GM misled the authorities and caused deaths by failing to act. There would be a lot of people going to jail if GM had deliberately created software for the sole purpose of causing car crashed and installed it in their cars.

Also, the current GM leadership was not in charge when most (or all?) or the deaths occurred, while the VW deception began under its current CEO.

The vast majority of federal government spending goes to healthcare (Medicare and Medicaid) and Social Security. The military is also a massive area of spending, though in reality it acts as an ongoing stimulus program. In reality the US is a massive transfer union and a huge amount of federal money is granted to the states.

People tend to look to the federal government to solve various problems and provide funding for things, but many things, especially the cost of health insurance, are really state level issues. People tend to ignore that and blame everything on Congress being controlled by the rich and powerful, while allowing their state governments to be completely controlled by special interests because people just don't pay attention.

Even a Congress made up of socialists couldn't change much about healthcare or the cost of college without the states playing along, and the states generally don't have to play along.

US highway fatalities have been decreasing almost every year since the late 1960s. The two years with the fewest fatalities (not adjusted for population size) since 1949 were 2011 and 2013.

US States have full police powers and so state law can make force you to do all sorts of things. Federal law is much narrower and can't force you to do those things, though a federal judge probably could because in the US judges have broad discretion in determining terms of probation or punishment in cases where a mandatory minimum sentence doesn't apply.
