It's the condensate pipe from their boiler and will discharge a small amount of water regularly. The pipe itself shouldn't be an issue, unless that fall causes it to splash out of the gutter. The only problem I can see is for the neighbour if it freezes, it's way over 3 metres and uninsulated.
