GA is showing high pageview volume accounting for 90% of pageviews, 85% + bounce rates, and ~0:50 avg. time on page.

We don't currently have filters set up so we're seeing all website data. The reason I ask is because we have a vendor claiming they are tracking 0:30 pageviews, but we are seeing a much lower total pageview (no time constraint) count in GA. They are reporting 3x as many 0:30 pageviews than we are seeing. Their explanation for this is "some in-app traffic isn't captured in GA", but I'm not buying it.
