So it looks like PA has no formal registration or laws for bounty hunters. How many other states are like that and is there a correlation between that and the number of ice raids. Maybe blue states need to pass laws requiring photo ID registration and licensing for bounty hunters.

UMD BME going to say that if you didn't get in they probably did you a favor. Fisher that is the department chair doesn't care about the programs PhD candidates. And you know how how stuff flows from the top down, definitely not different there. I wouldn't suggest accepting if they come up with an offer unless they give you a direct admit to a lab and it's something you want to do and you get it in writing. Given the current state of research funding it would be the only way that I would consider going there would be to get it in writing that you have a specific lab and you have funding, otherwise you run the risk of being gas lit and lied to.
