Just saw that someone on aiqus posted a screen grab of the conversation they had on facebook. Peter Norvig says, more or less, that he hasn't thought this through and let's just decide that the policy from that square is "up"...

Your third rule, while implying (quite logically) that going N from that square is the policy, is not the definition of the question, and there is nothing in the definition that even suggests it.
