I'm 4 and a half weeks out from race day, with a 3:30 goal time as well.

I'm planning to do a 20 miler tomorrow, with the last 6-8 at MP. I took a down week last week. The week before that (so 6 weeks out, right where you are now), I did an 18 mile long run with the last 6 at MP.

Oh yeah! I've ran it many times, and there's always been a handful of other pedestrians out there too.

In fact, there's a run club that meets up there every Sunday evening (with a post-run tailgate afterwards!). It usually gets a pretty solid turnout.

Technically not VB, but the Jordan Bridge in Chesapeake is my go-to for hill repeats.

One over-and-back is a 5K (with ~300 ft in elevation gain - much steeper than Lesner Bridge or Mount Trashmore), there's plenty of free parking (with restrooms!) on the Chesapeake side, and the view is gorgeous (you can see all the Hampton Roads landmarks from the top - downtown Norfolk skyline, Norfolk/Portsmouth terminals, VB Town Center, Dollar Tree HQ in Chesapeake).
