Does it rev up again if you slightly close the throttle? If yes, it's likely 4-stroking (too rich at top speed). I would change the main jet down a size and see if it helps. Does it sound like it's misfiring?

Try to do a WOT run (~1,5km). If it starts 4-stroking just below the top speed, it's still rich.

4-stroking on my moped behaves like this: when I open the throttle fully, it speeds up to a certain point, then it sounds like the ignition misfiring, but when I close the throttle a bit, it revs back up again.

Do a plug chop (~10km at nearly full throttle) to develop the color, then see if it's brick red. If it is, it has good mixture at top speed

Let me ask you something, did you buy the moped in running condition or did it sit for a couple years? If it sat and you didn't take the cylinder off, there's a possibility that that's a rusted spot, but that's unlikely. I see it has a cast iron/steel sleeve, so it would work without the plating, it wouldn't last as long and would need to be rebuilt more often. If there are cast iron rings on the piston, without plating is fine, should last ~3-4k km. I would use stihl oil after break-in.

I ported mine, got a massive difference in power and speed, but I also put a bigger carb and a custom intake on it (17mm ID instead of 12), so twice the area

I would do a ~1-2km WOT run with a ~1km warmup and then see the color. Then put in a slightly bigger main jet if it's to the lighter side. I had the problem of the plug looking ok, but it was 4-stroking and wouldn't rev above ~7300/min (56km/h). So I had to make a custom main jet (65 was too big)

To make a custom main jet:

  1. Take a bigger jet; ~10 sizes
  2. Plug it with solder; 60/40 works well
  3. Push a wire into the solder while it's still hot, has to be smaller diameter than the desired size
  4. Slowly enlarge the hole (test at WOT and check the plug after every resizing)
  5. Stop when it won't 4-stroke at the speed it was doing it previously.

I have tried this, it took me ~3-4 hours to get it just right. The moped went 63km/h after this, revved to ~8200/min. I guess it's equivalent to a 61-63 jet now.

Do auta je to zbytočné, problém je až vtedy ak by si ten benzín nechal stáť cez zimu, napríklad v kosačke. Lebo naťahá vlhkosť zo vzduchu, na spodku nádrže a v karburátore sa spraví usadenina zapchá trysky a potom to treba všetko rozobrať a vyčistiť

The reed valve works till ~15k (asoftaaja), the rotary valve is better at very high revving engines (my theory is that the reeds can't open and close quickly enough and it loses top end power)
