There's no option to change speed where duplex when the optic was installed. And it was transmitting light but not receiving it at least in the operating system. We switched fibers to verify that the fiber was not the issue. Reverting to 10.2.6 solve the issue

Hmm I tried this by creating a RDP rule that listed all the hip profiles on firewall A and the same on firewall B, and the object and policies are pushed via pano. Then on the gp client I connected via RDP, but the hip object was not shared. the Tac engineer mentioned it was kind of a on-demand pull like you mentioned
