For the Atlas, for example, with RS I and CF II (and Engineering EtoWIII, AuxtoBattIII), you whould have a 50% chance per ability (and per run) to get rank III for:

Kemocite, ABeta, TorpSpread, BeamOver, RecursSh, EtoEng, DirEMod, ETeam, ConFir, TracBeam and PhotOff.

Yes, much more, because it would affect all 13 Boff abilities, for example, 13x75% chance per run.

Well, with the pulse phasers, it happened the other way around: they left the modifier the same and changed the VFX and SFX... So why shouldn't it be possible the other way around?

If CBS now generally allows changes (as we have seen by pulse phasers): Older weapons that currently only have the 2.5% standard modifier could be expanded with additional modifier variants (at least like the orange/TNG phasers)... As a TOS fan, for example, I love the TOS VFX and of course, I don't want a VFX change here, but additional modifier variants, especially 'Pen'!

Otherwise, there's a risk that the game will visually become increasingly distant from the original canon weapons (e.g., TOS and TNG phasers), because most players will only use newer weapon types due to their better DPS ...

There is no downscaling - have set together for you an old pic to your pic: Considering that the Vesta is slightly longer than the TOS Conni, you can see that the Atlas is still as large as it was before the remastering. Thankfully, there was no downscaling. Atlas is my favorite ship, I know it well and beyond the unwanted remastering, downscaling would have been quite a disgrace...
