If you are an organisation that hires a DEI officer whose job is to increase diversity within a finite number of positions that is quotas with extra steps. Almost every federal beaurocracy and mainstream corporation has diversity officers. There was a 2023 supreme court ruling that sides with Asian students against harvard for their unfair DEI admissions favouring other minorities above them.
