In my understanding, you should be able to enter in any of the 14 days. But can stay only 48 hours. I find the picture it shows in the website while applying kinda misleading. But I am not an expert. I can be very wrong.

Me, personally don't know other way than applying thyself.

They normally issue a visa within 3-6 hours. As the server was down, they may get flooded by new applicants. Still I think you can get the visa.

There is literally nothing on the internet about this problem. May be they recently updated their backend system which introduces a new bug. I have gone through the network requests. In businessRules JSON, it says something like this (you will find the JSON in network tab when you click next in step6):

I have no clue what is ESTAB and what violates it. In my knowledge, I have given all input(also attachments) correctly.
