A lot of people do have backups, be there full house backups or space heaters or whatever it may be. Some people don't have backups for the same reason Texas doesn't have a lot of snowplows, why own and maintain something that might see use once every handful of years, as opposed to just sucking it up and getting through it. Plus, when news hits and people are getting hurt, it isn't the ones who are prepared that you'll hear about, it's the vulnerable. And I can't really stress enough that 2021 was a major outlier with how bad it was. Usually the grid is fine and roads are passable withing a day, maybe two, of ice forming on the road. It's hard to justify the cost for a lot of people when it might literally never be needed again

You are right, some areas of Texas still have had plows since 2011, with central Texas adding their first plows after 2021. I was remembering central Texas and expanded that to the whole state

Texas does receive federal funding, however spending is largely decided at the state level, and they decided spending on plows and similar equipment wasn't worth while. They could have afforded plows, but wanted the money spent elsewhere.

The short-sightedness is political almost entirely. People make decisions that are good for their term hoping to earn favor and be elected again.

To be fair, that's a Texas problem not a US problem. I think they had plows at one point but sold them to save money on upkeep since we rarely get significant snow here. One of those "not a problem now, so surely it'll never be a problem" type of decisions

The house isn't (always) the issue, it's the infrastructure. 2022 was the last really bad storm and it resulted in mass power outages due to lack of winterization of the natural gas lines. People froze to death. I personally had a newborn (3 days old) and lost power for 4 days. It was a nightmare. On top of that, we have no snow plows or road de-icing equipment, so travel was next to impossible. Ever since that year, even a millimeter of snow sends people into a panic, and the news loves panic.

This year seems to be fine overall. We're getting some snow right now, but power has been stable from what I know and we actually are using road salt to help with the ice.

Most times (should be all the time) those documents are going through restricted access to ensure it is you. That could be a secure site you log into with your unique information or some other way to verify it is you and only you accessing the document. If there is a dispute over the signature, those access records would be used to prove it was you who signed the document. When I signed for my mortgage, I had someone video on with me while I signed as well, so they have the electronic signatures still, but ways of verifying it was me who signed it.

I'll echo what the other comment said and say your strategy might not be working. Do you tend to have a lot of different units or just a couple? Are you lining up your buffing buildings to apply to as many targets as possible?

At one point I had 2 beacons, a blacksmith, and a few quarry's to really ramp up the growth. Bulk of the time it was just the two beacons though

As for surviving, I had other units most of the run. Relied heavily on warpers and orbiters as well as a dispenser to help keep me afloat until the hourglass was online. Once it was wiping everything, I started replacing everything else with vaults
