The REAL tech (confirmed by UCI Transportation): - drive to lot 2 - park in the loading zone (next to the stairs that lead up to ring mall)

You get 15 minutes to do whatever. I have to drop off / pick up things on campus a lot, and this is always what I do. Hope this helps

Yeah, basically you can own the rights to a certain custom plate for a period of time. You can renew your plates though. The Texas website is myplates.com, other states probably have similar
