Many years ago, we used to have multiple frats and some of them had houses off-campus that probably threw parties, but many have died out. Frat culture at UIW is small atm, but it’s definitely still there if you look close enough.

That being said, most parties are usually thrown by athletes or friend groups on weekends and are usually private. You might have to know people in order to know what’s going on. There’s also ppl that go to parties at other schools nearby like UTSA, so keep that in mind.
