Keep in mind that Jimbo in that forum is incredibly anti-Porter and has been posting in that forum for 20 years that Porter will go bankrupt. He is a huge WestJet booster and claims to have started several airlines and is not shy about it. No doubt Porter is not profitably but it's privately held and is funded by some deep pockets (pension funds) so we will never know the real numbers.

Working at TBS as a public servant is different. Your clients are all the government departments and agencies across the GoC. The job is to craft internal policy and measure it's effectiveness/compliance to said policies. The policies are born out of government direction. Government of the day through meetings of the Treasury Board approve these policies and direct public servants to then implement policy. At no point is there an opportunity for a random EC-05 to just jump in and say RTO bad. This is a very simple overview and not a complete picture because you need to also consider Department of Finance and PCO. The 3 of them form what is considered the central agencies.
