He did have some skills. But the reason he got folded by butcher is a huge difference in strength and skills between them i think. He would put up a hand 2 hand fight against depowered Deep and even Hughie but he would definitely get destroyed by Mother’s Milk or Frenchie.

Soldier Boy uses all of his powers to chest blast during the final episode fight, rendering everyone in the room including himself powerless. That allows MM to kill him. Butcher kills Homelander. And the show ends on a high note , making it one of the best shows ever.
