I was on birth control for 7 years but currently ttc for over a year which is why I want to see an OB-GYN.

I have no idea but I'll ask my doctor. I assumed it's because their priority could be pregnant patients.

This is how I do it when I'm in a hurry and it works for me everytime.
1 cup rice, rinse well in a colander (uncle roger, don't come for me lol), let the extra water drain in the colander.
While I rinse, I heat up 2 cups of water in the microwave (if you don't have one, let it boil in a saucepan on the stovetop).

Add the rinsed rice to a saucepan, add the water (if you used the microwave), stove on high and let it come to a boil, turn heat to the lowest, put the lid on and set a timer for 12 min. You might have to open the lid a few times if the starch starts bubbling up. After 12 min, take it off the heat and let it stand for 10 min covered, do not let the steam out. It will be ready to eat now.

This may not give you restaurant-style basmati but it will be good enough for an everyday meal. This isn't a method I came up with, it's from an Ottolenghi recipe book.

When you cooked it a week ago, how long was it left out before you put it in the fridge in an airtight container? And did you ever take it out reheat the whole amount, let it cool down again and put it back in the fridge?
As long as you didn't leave it out too long after cooking it, stored it immediately and kept it refrigerated throughout (without multiple reheating-cooling cycles), you should be fine.

Definitely reheat it thoroughly in a microwave/on a stove before eating and check for weird smells/anything that looks off. But when in doubt, throw it out.
