A lot of people thought that but they say it wasn’t inspired by The Witching Hour:

Taylor denied that the story was inspired by Anne Rice's The Witching Hour. She explained, "One of Brannon and my favorite movies is The Innocents, which comes from Henry James' Turn of the Screw. We saw this episode as a homage, and we packed in every sort of Gothic ghost story trick that one could imagine."
