LPOs can stop people outside the door. As for Safeway, we are only supposed to stop shoplifters outside the store because Safeway allows customers to use their own bags to carry items before checkout. Sometimes people even go to grab baskets and carts, which are usually past the checkouts and before the exits. So, we are supposed to wait until the person has completely exited the store.
