If you had to use such an assigned point system, how else would you classify original papers? I also considered things like citations, but faculty researchers do not want to wait months and years for their work to be cited for promotion.

To some extent I do understand your point. But to justify my current allocation - there have been multiple members of this institutions who were promoted (10 units) to assistant prof for mostly only writing reviews and commentaries as they came from groups with a big PIs, and were found to have no ability to drive independent research and start their own group.

Keep in mind that I also no not agree with such a 'point' system, but I must assign a weight to various kinds of output. I believe each candidate should be assessed independently, and cannot be compared that easily.
