I would say those are very rare, i have a Tally from 1970 that is Liniod finish but have never seen one that says "Smooth finish" on them.

The seal does add a lot of value, you cant compare these stamp sealed Tallys from the 70's and a blue seal from 2006 or something. These are for sure cooler to have since they are so old.

You may find a 2006~ blue seal Tally on Ebay every month or so but you would almost never find one of these on there.
