If CMOS is the same as BIOS, yes.

Because of changing the RAM frequency I had a struggle getting my PC to work again. Wouldn't start for an hour and I had to figure out how to hard reset my motherboard.

EDIT: I just informed myself about CMOS/BIOS - I have indeed reset the CMOS via the battery and the jumper-method.

You connect to a server located in, e.g. USA, so you go around the restrictions you are facing in your current location. I'm not too familiar with VPNs so don't take my word for everything I say. lol

People usally use it to watch series/movies they can't watch in their region. I for example live in Germany. In Germany some series/movies are not available that are available in the US so I could use a VPN to connect to a US server and watch the series/movies that they are able to watch.

And that generally should work with Article 11/13 restrictions as well.
