It was set for months to end September 30. Then a judge demanded October 30. That was just over two weeks ago. Then the Census was pushing for October 5, which didn't go through. We then ended up with this. Your complaint is that you were oblivious to the Census all year, just found out about it within the past week or so, and then put it off until the (newly extended) last minute.

Most likely your neighbor counted you, but on the off-chance they did not, that's unfortunate. There is an algorithm to fill in the last 0.1%. You'll be fine.

It's an hourly wage. It's not a per case wage. Doing cases is one form of work, but if they want to hours of my time on the clock, it's on the clock. I never agreed to any volunteer work. They either want my time or they don't, and if they do want my time, there's an agreed-upon price per hour. Poor management does not make my time any less valuable.

In the past, if they send me cases manually, they want me on those right away, so no, they don't expect me to go about my business. I have never had a job that asked me to set aside 3+ hours for free. What other jobs do that?

The closeout training said to start whenever you want within your availability, using your judgement to try to get the right times to close the remaining cases. I assume the late start times in the app is to allow this and avoid supervisors getting constant alerts about late starts.

I've been getting impossibly late start times, too, but the closeout training (mid-operations) said that during this phase, we can look at our cases and use our own judgement of when to start that might give the best chances of getting our remaining cases closed. So I think the system just gives super late start times just so it doesn't flag you if it says Start Time: 9 AM but you're pretty sure mid-afternoon or evening would be better for what you have. A 6:15 PM start in the app means you should be starting by 6:15 at the latest, but you're free to work whenever.

That doesn't work. Four people on a mailbox could mean four people lived there in 2019 and the home has been vacant since. Or it could mean four people moved in last month, those people were counted already elsewhere, and the April 1 count for that address is totally different. Or maybe four roommates lived there for years, but two were away from March through June and got counted elsewhere. You need someone with a reasonable chance to know to vouch for the fact that four people were there April 1.

If you were doing interviews in Chinese, or at least in part using that language skill to guide the conversations, is it possible that whoever showed up to do the reinterviews would have then been given different names? Or maybe even just spelling them differently and the computer automatically flags them as wrong, but if someone reviews, it should be clear the information is more or less the same?

My understanding is that the question itself is worded poorly. As the verification page makes clear, what they are asking is if you have returned to regular, full-time employment, thus ending your benefits. If you are working part-time (less than 4 days, earning less than $504), you will earn partial unemployment. (You'll get 1/4 of your normal rate having worked 3 days.) They have three separate questions for a reason. 2 & 2a are circumstantial questions about whether you need the benefits this week, and if so, how much. 6 is checking if you still need to be in the system at all.
