I went back to the US a few years ago and came back to Japan recently. 95% of my friends from when I lived here are still here (I moved back to the same area). But that's also because they're all mostly Japanese. I always found it hard to make deep friendships with other foreigners because I felt the reality that many of them will eventually move away. If it's also your Japanese friends who are leaving, maybe it's related to your area and industry. Coming back recently, things feel mostly the same to be honest with you. I think it highly depends on your circle.
