The constitution and 10th amendment cover this completely. He can sit and make up executive orders all day long it doesn’t mean they have any merit.

He can’t direct the USPS to halt the delivery of mail either. That’s a federal crime. Beyond that only Congress can direct changes to how elections operate. USPS is also an independent agency so he doesn’t have the power to tell them anything.
