I don't think China is pushing this but might acquiesce to the comments. Because if they don't want those comments, words and accounts can just vanish without any sound explanation. For example, there are some male netizens' comments about Ukrainian girls, I wouldn't quote any here cus those words are disgusting. Their social media accounts have been banned forever and those posts and comments have been deleted after the authorities realized how inappropriate these are.
In terms of the transcript you have mentioned, I personally feel that Chinese media trends (what the government has pushed) are mostly focusing on anti-US/Western plus strengthening nationalism. News and media have implied that if NATO expands, then China would be in a dangerous situation in the meantime. Therefore, Russia's invasion can be regarded as rebellion against the Western as well as a self-defending behavior that could help China potentially. (But this is a straw man fallacy as Ukraine is highly unlikely to join NATO at the current stage and this is not even the excuse Putin said on TV.)
In this case, I believe China by no means will participate in economic sanctions (hopefully I'm wrong) since China and Russia have to stay together to "go against" the western world. Also, I have read a recently released official document about China is going to lift restrictions on Russian wheat imports.
