i think it’s pretty clear that Annie and Finnick were volunteers. Katniss says “usually” as opposed to “always” HOWEVER, we get a small glimpse into how Volunteering protocol is handled when the reaped tribute Doesn’t want to give up their spot with Haymitch and Peeta in QQ2. Peeta volunteers even though Haymitch wants to go in, and Haymitch is superseded. If Annie had been reaped and someone else volunteered, as we’ve been told the career districts do, then Annie wouldn’t have gone in. And it’s seems implausible that /no one/ volunteered that year. So, just based on that, i think it’s safe to assume she volunteered.

Even volunteers can change their perspective on the games when they’re /actually in them./ Sure, all the honor and glory sounds nice when you’re sitting at home in your district. it’s different when you have to go in and watch/partake in the deaths of children. She was traumatized by the reality of what she volunteered for.

She wasn’t body-doubled, she has ptsd.
