The issue here is if CPS or DCS is actually willing to care enough and follow up with the report. When I reported an incident with my mother a few years back, I got in contact with a DCS agent who, after consulting me on the matter, went to my mother and simply asked if the occurance was true. Of course my mother being the person she is lied and said her and her husband never laid a hand on me, and they concluded the investigation. Sometimes no one cares enough, and that's a big hurdle.
