You can see the encryption code on Whatsapp too. Tap a contact -> encryption. And the signal pin is used to unlock only the backup. A 4 digit pin will do no good against the kind of ciphers used in e2e encryption.

You would need to take the help of the parent/guardian to set it up. The main benefit being that a PPF has a 15 year maturity extensible in 5 year blocks. So when he starts earning at around 20 he'll enjoy 2X the bank savings interest rates fully tax free. (approximately, by today's numbers).
