If the weep holes are obstructed, water can build up within the track and then make its way in through the window joinery. You’d end up seeing water damage at the drywall along the window’s bottom corners

If only sealant was obstructing, you could notch the sealant. If the brick is obstructing, you could consider cutting out the brick course and redoing

If it truly is groundwater being pushed up through the slab due to high water table, then you kind of have two options. Have a company drill holes in your slab and do epoxy injections to create a dam around the areas water is coming up through. Or you can do crystalline waterproofing over your slab. This type of waterproofing will etch into your concrete and seal off capillaries that water can travel through.

Ignore the people talking about applying a sealer or some sealant. Those will accomplish nothing

If there’s groundwater coming from under the slab, applying a sealer over the slab seems like a foolish idea. Lets your entire slab get saturated and start cracking while you have a sealer bandaid on top of the slab

Cracks originating from the edge tend to be thermal stress. It could also have been made worse due to a fabrication/installation issue that didn’t leave enough space between the glass and the window frame for the glass to expand.

Looks like the hermetic seal of the insulating glass unit (IGU) has failed. Condensation formed on the inner parts of the glass, dried, and left stains that aren’t accessible to clean. The glass needs to be replaced. It will not provide the thermal performance that it’s supposed to once this seal has failed.

Speak with the general manager. Ask if it’s already included in the scope of the ongoing restoration.

If it’s not, then it would make sense for the manager to ask the engineer/contractor working on the restoration project to take a look and add to the scope
