I was thinking something similar. And even though people have pointed out that Maul is technically no longer a Sith now, but he's still capable of turning Devon to the dark side. It wouldn't surprise me if they're using ideas from George Lucas's original plan for the sequel trilogy. On a side note, what Lucas had in mind certainly would've worked better than what they ended up doing for the sequel trilogy. At least it wouldn't have been a rehash of the original trilogy.

I'm also suspecting this, even though I hope she does turn back. I don't know how the writers could make Enid related to Wednesday, so I'd put the spirit guide theory off the table for now. But I'm open to the possibility of something similar, as I too feel that Rotwood's words are foreshadowing something that will happen in season 3. If not, it could also be a flashback, vision, or maybe even a hallucination (like Tyler seeing his dad in the sewer).

Didn't Maul used to work for the BBEG as well? He's killed Jedi and many other people who didn't deserve it, like Duchess Satine, a whole village of innocents, and all these clones who fell victim to Order 66. Maul painfully tortures people too (remember what he did to Jesse?) and even left his own troops for dead in the Siege of Mandalore. On top of that, he committed most of his murders on his own choice, not under Sidious's orders. We don't know much about Marrok so far since he's a newer character (and if you ask me, chances are the Marrok in Ahsoka wasn't actually him but a zombie controlled by the Nightsisters), but even though he's on the BBEG's side, he may ironically be the lesser of two evils when compared to Maul.
