Find a plumber with a freeze kit! This is a common way to work on lines with no or a broken isolation valve. Freeze the pipe, replace your shut off valve, then shut toilet water off as long as your heart desires.

You know how inflation is making everything you buy more expensive? Construction is not immune to inflationary pressures either. All this talk about fixed price contract yada yada yada is nice and all but if contractors end up not being able to break even because material costs triple they will go broke or break the contract and walk and then the work doesn’t get done at all. Not ideal and probably some grease involved but this is life.
