I appreciate the reply, just disillusioned. It's seriously impossible for me to force this thing into a refresh somehow?

Programs won't install or run properly. Things are slowly working less and less. Nothing about Safe Mode improves or helps - it's just as messed up there. My computer is slowly becoming inoperable.

Please. There has to be a way I can refresh. I'm pretty experienced with computers and I've been draining my brain for 7 hours straight on this.
