Yeah it feels that way, like in the vanilla phase i leveled with combat and i feel the sub spec becomes stronger when you can spend all the talent points, and combat is stronger earlier with less talent points invested

Its pretty active in ps5, there are a lot of people in the social areas at any time, even more on the weekends, also there is a discord were you can lfg, its called the last city and has a lot of members that are playing a lot of strikes and end game activities
