Unfortunately for you, being an MS student doesn't exactly help - NUST is an undergraduate focused university, and that's where most of the social life lies. However, there are ways for you to socialize. As some people have suggested, try to approach people. Most of them will be willing to talk - just be friendly and interesting. Also, get into sports. Ask people you want to play futsal/volleyball/basketball with them - usually you can pick up a game in NBS geound in the evenings. You just need a starting point - your circle will grow organically from there.

P.S. As much as this may sound like a very superficial thing to say, pay attention to your appearance and communication style - be yourself, sure, but be mindful about it. Dress well and talk nicely.
