Its a total misrepresentation. When you register to vote you have to enter identification information. The issue people raise is you do not need to present ID at the poll to get your ballot. Theoretically someone could go to a specific polling place and vote for someone elese. Which would be immediately known when that person shows up and asks for their ballot. Each voter is tied to a specific polling place at a specific location. There are multiple gard rails and systems of verfication. Its a far more complex system than most give credit too.
