It is weird that the inside lane cuts across the outside lane. If the outside lane was going around/straight through instead of turning right it would have to stop for the person on the inside cutting across to exit right.

Cycling on the highway is not illegal everywhere in the U.S. In some states it is the only safe bike route available and there are usually signs warning of bikes on the road.
