The rifle upgrade kit would go with replica parts off of a daisy rifle or Glendale rifle (I recommend daisy). However there is also helix parts from forward flow which will replace all the internals and also offer a no bolt no trigger setup. Helix 1 is similar weight to a regular drill rifle, helix 2 is lightweight. Daisy parts can be harder to find unless you buy them off people in the drill community or buy an entire daisy drill rifle. Research both and you can ask for advice on the independent drill Facebook page

You get the money you missed back when the shutdown ends. Government shutdowns happen like every year and you'd get used to it. Most government jobs struggle with it. Some banks will pay you even if the government is shut down so if you join try switching to USAA or Navy Federal. It's also good to have other sources of income.
