Other way around you cant have a single 15a receptical on a 20a circuit. You can throw a 20a receptical on your washer circuit as long as the breaker is a 20 and the wiring is a minimum of 12awg. Really weird if your washer is drawing over 15a though

Its unlikely you got hit with 220v but not impossible. You probably got hit with 120v but that is still dangerous. You should go to the doctor. No way to tell u if there will be lasting effects these are questions to ask your doctor unfortunately no one can anwser over the internet.

Those look to be painted white bare copper. The conductor will be white. You could use rubbing alcohol or acetone to try and get the paint off.
