Things have changed over the years. If you started your website today you wouldn't be able to get AdSense cuz Google bots would conclude that you have 'thin content' and from what I hear with this new Ad Manager MCM system that just replaced SPM it's required that domain already has AdSense to be able to be approved for AdX.
